Data Access Process
The Data Access Process Inventory provides a high-level description of requirements and procedures for accessing data at each HDRN Canada Member Organization. The DASH Team supports researchers through the various stages of the data access process to ensure as seamless an experience as possible. Click on the region and/or pan-Canadian data organization whose data access process you are interested in learning about. If your request involves Indigenous data, additional steps may be required.

Project initiation and eligibility | The project team starts the application process by submitting a service data request form (DASH Intake Form). DASH will communicate next steps to the research team to complete the data access request (DAR), including local DAR instructions and required documentation. Project team should fill out request through the ISQ website. In the <<Zone chercheur>>, click on <<Créer un nouveau projet>> and then choose the option <<Demande d'accès aux données à des fins de recherche.>> Project team will be able to enter their project title, download necessary documents, and add required information on the research team, define their criteria, and specify the software required for their analysis. Once these have been submitted, the data access team at ISQ will evaluate your project. For a simple feasibility review or cost estimate, researchers can otherwise choose the option "Demande d'évaluation de faisabilité et de coûts". That form does not require to submit all documents, and researcher can expect a faster initial feedback from ISQ (useful when starting a project). When they are ready to officially submit the project, they can transform their request in "Demande d'accès aux données à des fins de recherche" (see above). |

The PopData coordination team reviews all forms to ensure they are correctly filled (form review), and that all supporting approvals have been provided (ethics and scientific peer review). The data held by the PopData are sourced from multiple original data providers such as the BC Ministry of Health, WorkSafeBC and the BC Cancer. The PopData data liaison officer ensures that the data controllers for these providers have timely access to all forms and approvals and obtains an ODP approval from each of them. |

A service data request form (DARonline) must be accompanied by an ethics approval from a Canadian REB (ethics committee) and scientific peer review approval from a recognised peer review group. The applications to these bodies should also be provided. Funding information should be included in the service data request form. Funding letters, and industry contract (if applicable) should be included. Applicable research team members are required to sign the BC MOH Declaration of Research Independence (DORI) Form. |
An ethics approval must be obtained from an within-province ethics committee and be one of the following: University of Alberta Health Research Ethics Board (HREB), University of Calgary Conjoint Health Research Ethics Board (CHREB), or Health Research Ethics Board of Alberta Cancer Committee (HREBA-CC). If ethics approval is not yet available, the application documents will suffice. A peer review is not required, nor is there a formal process for funding requirements. | Once support is confirmed the project team must obtain an in-province ethics approval from a Saskatchewan/HIPA approved Research Ethics Board and provide evidence of funding approval from SCPOR , SHRF or a National Grant. An ethics approval must be obtained from an ethics committee (Research Ethics Comittee (REC)). Applications submitted by tenured university faculty, those with tri-council funding or from supervised students are exempt from a scientific peer review. All other academic project teams will be asked to obtain a scientific peer review from a suitable peer group (assessor) with expertise in the subject matter area. An Ethics review may be required for project teams with funding sources from the for-profit sector. | The submitter must provide an ethics approval or evidence that an ethics committee was consulted. Original Data Provider (ODP) Approvals | Approvals are site/jurisdiction specific. The NB-IRDT Data Access Coordinator facilitates a final governance review to complete the appraisal process by the governance team. After governance confirmations have been issued the Data Access Agreement is prepared for signature; the Data Access Request for is attached as Appendix A. | After a final governance review to ensure all approvals and reviews are completed, the HDNS coordination team will issue an application confirmation to the project team. The University of Calgary and the Alberta SPOR SUPPORT Unit provide training on the use of administrative data, and provide a SPOR data certificate on completion of the course. These are optional. |
Guidance may be provided to project team should they have difficulties accessing the data in the SRE. All individuals requesting access to the SRE will have to complete an online Privacy and Security Training and quiz. |
The MCHP eligibility review includes a check that project team members have passed the MCHP Orientation process. | For projects requesting access to data, orientation to the virtual environment (IDAVE or DHS) will be provided.
